China Travel – Chinese, Vietnamese Party leaders vow to enhance friendship between youths

Top leaders of the Communist Party of China (CPC) and the Communist Party of Vietnam (CPV) have pledged to further exchange and friendship between the two peoples, especially the youths.

The CPC and China’s government attach importance to the contact and cooperation between the youths, CPC Central Committee General Secretary Hu Jintao said in a congratulation letter to a get-together of Chinese and Vietnamese youths which was held here Saturday evening.

He highlighted the traditional friendship between the two neighboring states and asked the youths to learn from each other and contribute to the development of their homelands and Chinese-Vietnamese ties.

In his congratulation letter to the event, Hu’s Vietnamese counterpart Nong Duc Manh also made the same appeal.

Li Yuanchao, member of the Political Bureau of the CPC Central Committee, and his Vietnamese counterpart Ho Duc Viet addressed the get-together, attended by more than 32,000 Chinese and Vietnamese youths.

China Business – Top Chinese legislature launches law enforcement inspection to promote agricultural techniques

China’s top legislature Sunday initiated a nationwide inspection over Agricultural Techniques Promotion Law in an effort to boost the development of the country’s vast rural area while ensuring the nation’s food security.

Three inspection teams from the Standing Committee of the National People’s Congress (NPC) will travel to six provinces and municipalities for supervision of the inspection in late August and September. Another eight teams from provincial level legislatures will be authorized to supervise the enforcement of the Agricultural Techniques Promotion Law and the Seed Law.

Wu Bangguo, Chairman of the NPC Standing Committee, said the inspection teams should push local governments forward to pay more attention to popularizing agricultural techniques, transform techniques into increased agricultural output and raise the incomes of farmers.

Promoting agricultural techniques and increasing technology’s contribution to agricultural development is the fundamental method to resolve the agricultural difficulties caused by limited resources and markets in China, said Uyunqimg, Vice Chairwoman of the NPC Standing Committee.

The Agricultural Techniques Promotion Law was passed by the top legislature and began to be put into use in 1993, which aims at promoting more adoption of scientific and technological achievements in agricultural production to assure the modernization of the nation’s agriculture.

Statistics show the ratio of scientific and technological contributions to agricultural growth in China has increased from 26 percent in 1993 to 51 percent in 2009.

Chinese School – enior Chinese legislator urges more favorable taxation policies to encourage cleaner production

Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.

Chen, vice chairwoman of the National People’s Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.

Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises’ initiative in achieving cleaner production, Chen said.

Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.

Chen also noted the serious situation of excessive packaging used in protecting products.

Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.

Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.

Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government’s supervisory responsibilities.
